Rejection of the manuscript by the editor

Grounds for rejection of the manuscript by the editor without submission to the reviewers:

- Non-compliance of the manuscript design with the requirements of the journal.

- The subject of the manuscript does not coincide with the criteria of any of the journal sections.

- The manuscript does not meet the list of specialties of the journal

- The volume exceeds the maximum allowable limits.

- The materials lack illustrative material, statistical analysis of the results or the data are presented in a condensed form, which complicates the quality assessment.

Retraction (withdrawal of an article)

Withdrawal of a published article is considered as an extreme measure, applied when circumstances not taken into account at the stage of reviewing are revealed.

Grounds for withdrawal of a publication:

- Detection of incorrect borrowings (plagiarism).

- Duplication of the text of the article in other publications.

- Presence of falsifications or fabrications in the work, for example, falsification of experimental data.

- Identification of serious errors, including incorrect interpretation of the results, which reduces the scientific value of the work.

- Incorrect composition of authors (e.g., exclusion of a contributing author or inclusion of individuals who do not meet authorship criteria).

- Hiding conflicts of interest or other violations of publication ethics.

- Republishing an article without the author's consent.

- Failure to review the material.

Retraction mechanism:

  1. Retraction can be initiated by any participant in the process: authors, readers, reviewers, editors or publishers by writing to the journal editorial office.
  2. The Retraction Committee reviews the application and notifies the participants of the initiation of the procedure.
  3. The decision on the recall is made by the commission if sufficient grounds are provided.
  4. The initiator of the recall is notified in writing of the results of the application review.
  5. In case of a favorable decision, the journal publishes information about the withdrawal of the article with metadata.
  6. If the article was indexed in databases, a notification is sent there with an explanation of the reasons for withdrawal.

The journal reserves the right to apply additional sanctions to the authors, for example, temporary or permanent blacklisting.

Appeal

Authors have the right to appeal editorial decisions regarding the acceptance or rejection of an article.

Appeal mechanism:

  1. The author sends a written appeal explaining the reasons for disagreement with the editorial decision.
  2. The Conflict Resolution Committee analyzes the appeal.
  3. The decision regarding the article can be changed on the following grounds:

- Submission of additional factual findings not previously considered.

- Submission of new material that was not considered at the initial review stage.

- Indication of a conflict of interest not previously declared.

- Expressing concern about a biased review.

With sufficient arguments, the committee recommends to reconsider the decision or leave it unchanged.

If necessary, the editorial board may engage an additional reviewer for final determination of the article status.

The final decision of the editorial board on the results of the review is final and is not subject to further appeal.
