Abstract

This article highlights the main historical aspects of stem cell research. The contribution of domestic and foreign scientists in the research of the issue is specially considered. It is shown that the discovery and isolation of lines of human and animal embryonic stem cells became the turning point of biology and medicine in the XX century, and a key contribution to the discovery and study of the stem cells was made by Russian scientists, especially: A. A. Maksimov, V. P. Filatov, A.Ya. Friedenstein. The main bioethical issues associated with the use of cellular technologies were marked and analyzed as well as approaches to solve these problems. The article presents a retrospective of the legal regulation of cellular technologies use in Russian Federation. A great positive role in improving the legal regulation of cellular technologies use in Russia was played by a Federal Law of 23 June 2016, but the particular perspectives of law practice are still unclear.
