Abstract

In order to improve the quality and availability of specialized and high-tech medical care a complex of medical and organizational measures was carried out in the state budgetary regional health care institution «Murmansk regional perinatal center» in 2014–2016. The aim of this work was to study the results of implementation of complex of medical and organizational activities to improve the quality and availability of specialized and high-tech medical care in the field of obstetrics and neonatology both at the perinatal centre and the Murmansk region. These measures have led to a significant reduction in perinatal, neonatal and infant mortality rates both in medical organizations and in the Murmansk region as a whole. In addition, the region has managed to maintain maternal mortality at a low level (1 per year). The main tools in reducing perinatal and infant mortality were new organizational approaches: 1) working out and implementation of a unified regional order in the field of obstetrics; 2) training of qualified specialists; 3) reducing the number of very early preterm delivery; 4) the active use of intrauterine transfer at the time of transporting children to perinatal level IIIB centers for specialized or high-tech medical care to a newborn immediately after birth. All the above mentioned organizational measures without significant financial expanses may contribute to a significant improvement in the quality and accessibility of health care in the field of obstetrics and neonatology in the region.
