Lean production instruments in the management of structural resourse of medical organization providing primary health care
Abstract
Recently, the improvement of the organization of the provision of primary health care has been under the scrutiny of the president and executive authorities of the Russian Federation. With a limited amount of resources, their effective usage is important. Starting in 2016, lean technologies began to be used in primary health care management, and various projects were implemented on their basis to improve the organization of medical care for the population. The aim of the projects was to ensure optimal accessibility for the patients of medical organizations that provide primary health care; ensuring coverage of all citizens with preventive medical examinations at least once a year; optimization of the work of medical organizations providing primary health care, including reducing the waiting time in line when citizens have to visit the specialised medical organizations, simplifying the procedure for making an appointment with a doctor. This article presents the experience of making use of lean technologies in the field of rational use of resources by a medical organization, in contrast to the generally accepted trends of implementation of lean technologies in healthcare at initial stages. This is the next step in creating and replicating a new model of a medical organization that provides primary health care and advanced movement from individual projects to a single model of a «Lean Polyclinic» with emphasis on quality and saving resources through the «Criteria of a New Model of a Medical Organization Providing Primary Health Care Sanitary Assistance».
