MODERN PROBLEMS OF ORGANIZATION OF MEDICAL CARE FOR CHILDREN AT THE MUNICIPAL LEVEL (ON THE EXAMPLE OF THE BALASHIKHA CITY DISTRICT)
Abstract
The main task of the state policy in the field of health care is to provide all groups of the population with affordable medical care of proper quality. Among the necessary conditions for solving this problem achievement of a certain balance between state and municipal management is of importance. It can be achieved by reasonable redistribution of powers between the federal center and the regions, and within the regions - sharing the powers between the regional and municipal levels. The regional healthcare system has specific features and peculiarities depending on different territories. While organizing medical care for the population in the regions, it is necessary to take into account the level of their socio -economic development, the peculiarities of the demographic situation, specificity of settlement (population density, remoteness of settlements from each other, etc.), the medical and biological parameters of the population’s health, the population’s need for various types of medical care, etc. The article presents the data of the organization of medical care to the population of one of the largest municipalities of the Moscow region, the Balashikha city district.
