Basic terminology and concepts of medical care during the period of healthcare reform in the Russian Federation: problems and prospects
Abstract
The objective of the work was to review the key concepts and basic terminology of medical care in accordance with the legislative framework that emerged during the period of healthcare reform in the Russian Federation (RF) for the period 1991-2020. The work was performed using content analysis of 94 regulatory documents and medical records. The article deals with the basic concepts: patient; types, conditions and forms of medical care; procedures and standards for the provision of medical care; clinical guidelines; main approaches to payment for medical care by clinical statistical groups (CSG) and clinical profile groups (CPG). The terminology and concepts established during the period of healthcare reform, legalized by the legislative framework, contributed to the formation of the provision of high_quality medical care to the population of Russia and the transition in the future to the provision of personalized medical care.
