THE ORGANIZATIONAL PROJECT OF CREATING A PALLIATIVE CARE OFFICE FOR A MEDICAL ORGANIZATION, PROVIDING PRIMARY HEALTH CARE
Abstract
In order to improve the national policy in the field of public health, the State Program of the Russian Federation “Development of Health Care”, approved by the Government of the Russian Federation in April 15, 2014 No. 294, from 2018 (Decree of the Government of the Russian Federation No. 1640 of December 26, 2017 (as amended on 01.03. 2018)). It dictates the need for training managers of medical organizations and their structural units in the basics of project management. One of the most important features of the professional on going process on the specialty of “Organization of public health” at the Department of Social Pediatrics and Health Organization of the FP and SPE of SPb GPMU is the development and protection of projects on topical problems of modern public health by a group of listeners who present health organizations of different levels of subordination, organizational and legal forms. As part of the implementation of the training project in 2019, a group of authors developed a project to create a palliative care office for a medical organization, providing primary health care. The training project shows the relevance of this topic, substantiates the medical and social care of creating a palliative care office for a medical organization, providing primary health care. This project includes an action plan for organizing a palliative care office in order to improve the quality of life and accessibility of palliative care to adults in the Moscow district of St. Petersburg, who need this medical service. The project is socially significant aimed at increasing the availability of this type of medical care, as well as improving the quality of life of patients with advanced chronic disease. The specificity of the project is the provision of a range of activities to the adult population in need of palliative care on the basis of interdepartmental interaction and coordination of all intra polyclinic structures in order to consolidate efforts to improve the availability and quality of palliative care, the quality of life of patients in this group. This project is a reflection of the main directions of the state policy in the field of public health, including measures to improve the provision of palliative medical care. Information is provided on the formation of a palliative care service in the primary health care - polyclinic.
