THE MAIN ORGANIZATIONAL PRINCIPLES OF MEDICAL CERTIFICATION OF CIVIL AVIATION PILOTS AT THE MODERN STAGE
Abstract
Aviation medicine is an integral part of a complex measures aimed for support an acceptable level of flight safety. Medical assessment of airmen for the flying duties according to the required medical standards is one of the most important part of the aviation medicine. The first medical regulation of aviation flights in Russia was issued in July 14, 1909 - at the meeting of the Council of the Imperial All-Russian Aero Club a decision was taken to conduct the preflights medical examination. This day is considered to be the birthday of aviation medicine in Russia. The first medical requirements of health for airmen (medical standards) and the first Flight Expert Medical Commission of Civil Aviation were established in 1910, a year later. Subsequently, the aviation medicine of the civil aviation in Russia has passed a long stage of its formation and development. The main organizational principles of the medical certification and principles of the medical assessment were formed and improved during this period in civil aviation medicine. The basic goal of the organizational principles is to streamline the work of Flight Expert Medical Commission of Civil Aviation. The organizational principles of managing the Flight Expert Medical Commission of Civil Aviation are based on generally acceptable international requirements and have their own particular national characteristics at the same time. The organizational principles of the activity of Flight Expert Medical Commission of Civil Aviation in Russia have changed over the past decades: hierarchical, legal and ethical principles have been supplemented, international integration and harmonization have expanded, an assessment of economic efficiency has appeared, the frequency of periodic medical examinations has amended, but the sequence of medical examinations, its continuity and incessancy have been preserved. In this article the basic organizational principles of Flight Expert Medical Commission of Civil Aviation, formed at the present stage are under consideration.
